Maintenance, support and upgrade of Customs SEED+ and related customs digital systems. Customs SEED+ is a digital platform supporting the systematic electronic exchange of customs data and pre-arrival information between CEFTA customs administrations, and between CEFTA and participating EU Member States through the Green Lanes initiative. The platform supports data exchange, risk management, trade facilitation, monitoring of crossing point performance, and the implementation of common customs cooperation tools. The contract will also support interoperability with local customs systems and related CEFTA systems, gradual alignment with the new Union Customs Code framework and related EU customs data exchange requirements, as well as further development of customs risk management functionalities and support for the recognition of customs controls, including common risk profiles, rapid customs alerts, inspection report data exchange, AEO-related functionalities, statistics and reporting, where relevant.

Customs SEED+ Maintenance, Upgrade and Risk Management Support

Maintenance, support, upgrade and further development of Customs SEED+ and related customs digital systems. Customs SEED+ has evolved from a platform primarily supporting the electronic exchange of advance customs information into the principal CEFTA digital platform for customs cooperation, advanced customs data processing and the digital implementation of customs-related CEFTA commitments. The platform supports the systematic electronic exchange and processing of customs data and pre-arrival information between CEFTA Customs Administrations and, through the Green Lanes initiative, with participating EU Member States. Its functionalities support the monitoring and matching of customs data and goods movements, customs risk management, trade facilitation, monitoring of crossing point performance, statistics and reporting, and the implementation of common customs cooperation tools. The contract will support the continued operation and further technical development of the Green Lanes, as well as the further development of digital functionalities related to coordinated customs risk management, including, where relevant, the exchange of risk information, common risk profiles, rapid customs alerts, inspection and control results, truck weighing and scanner information, improved waiting-time measurement, and advanced data analysis and targeting functionalities. Further developments may also include AEO cooperation and prioritisation, priority treatment of consignments containing perishable goods, and other customs cooperation measures agreed by the CEFTA Parties. Interoperability between Customs SEED+, local customs systems and other relevant systems will be further strengthened through APIs, web services and other technical solutions enabling structured and automated data exchange, reducing duplicate data entry and improving data quality. The contract will also support the progressive technical adaptation of Customs SEED+ to the evolving Union Customs Code (UCC) framework and related EU customs digital systems and data-exchange requirements, with a view to strengthening interoperability with relevant EU customs systems and supporting closer customs cooperation between CEFTA and the EU.
