Resource Innovations Inc (RI), previously known as Nexant Inc, provide ongoing support and maintenance services for the Voltage Trajectory Tool (VTT), which RI developed for EirGrid for its use in the National Control Centre. The VTT supports secure operation of the transmission system at higher renewable and System Non Synchronous Penetration levels by assessing how changes in reactive power affect voltage conditions across the transmission network. The VTT services were originally procured via the ENQEIR639 tender. In order to meet evolving complex business requirements, certain enhancements were required on the VTT that RI developed. Due to the proprietary and custom nature of such enhancements, swift transition to a different supplier would have posed significant technical and operational challenges, and potential service disruption. To ensure continuity of support and maintenance for this critical tool, EirGrid must therefore enter into an extension agreement with RI. Entry into this extension agreement is being actioned in accordance with the Article 50.F of the Utilities Directive (2014/25/EU). In the present circumstances, the extension facilitates completion of similar support, maintenance and enhancement services that conform to the basic project under the original tender. EirGrid has expressly provided notice of its intention to rely on this provision in the ENQEIR639 tender documents, and this was further communicated in the contract award notice #45282 which outlined certain conditions for any such award to take place.
