Restoring St Peter's Church and Revitalising Thetford's Heritage

Project Summary
This National Lottery Heritage Fund-supported project will undertake essential capital works, with approximately 80% focused on urgent conservation needs-addressing roof failure, water ingress, and decaying historic fabric. The remaining 20% of the capital works will deliver reversible interventions to enable sustainable, flexible use.
Application Process
The procurement process will be undertaken in accordance with:
• The Procurement Act 2023
• Thetford Town Council Financial Regulations
• The Council's Procurement Strategy
• The National Lottery Heritage Fund procurement guidance
For clarity, the appointment will include an anticipated break period of approximately six months between submission of the Delivery Phase application and receipt of Permission to Start for the Delivery Phase. The Heritage Fund does not fund Project Management Consultancy costs during this interim period. The Council does not guarantee payment or continuation during this period unless separate funding is formally approved by Thetford Town Council. Re-appointment or continuation into the Delivery phase will be subject to successful Delivery Phase approval, satisfactory performance, affordability, funding availability and formal Council approval.

Clarification questions must be submitted in writing to the contact listed above.
All responses to clarification questions may be circulated to all tenderers where appropriate to ensure fairness and transparency.
Shortlisted tenderers may be invited to present their approaches to representatives of Thetford Town Council and key project stakeholders.
The successful tenderer will be required to enter into a formal contract with Thetford Town Council.
Form of Contract
The successful tenderer will be required to enter into a formal consultancy agreement with Thetford Town Council.
The initial appointment will commence with the Development Phase of the Project, with the potential continuation into the Delivery Phase subject to the conditions set out within Section 7 of this brief.
The Council reserves the right to extend the appointment into the Delivery Phase, subject to:
A formal break clause shall apply between the Development and Delivery Phases. Continuation beyond the Development Phase shall remain entirely at the discretion of Thetford Town Council and subject to satisfactory performance, successful Heritage Fund Delivery Phase approval, affordability, and ongoing project viability.
