Development of Hard and Soft FM Scope, Specification, maintenance schedules and contract standards for inclusion into a Service Level Agreement for a new FM Operating Model at Cumberland Infirmary, Carlisle. Delivered via a direct award under the NHS SBS Healthcare Planning, Construction Consultancy and Ancillary Services Framework (SBS10190) - Lot 11 Ancillary services.

The appointed Consultant will deliver the following services:
•Review current FM specifications and service standards.
•Review existing asset registers, PPM schedules and associated data.
•Identify information gaps and asset-related risks.
•Distinguish statutory, mandatory and best-practice maintenance requirements.
•Produce future-state service specifications and contract standards.
•Produce KPI performance mechanism.
•Produce SFG20-aligned maintenance schedules.
•Recommend a compliant and cost-effective maintenance regime.
•Report to and liaise with the Trust appointed Project Director and Technical Advisors.

The procurement relates to the appointment of a specialist Estates and Facilities consultancy support to develop the service and compliance specifications underpinning a new FM operating model at Cumberland Infirmary, Carlisle. This requirement arises from the expiry of the existing PFI contract in March 2027.

The scope of services includes :
