Smart Electricity Meters
The Contracting Entity intends to procure a multi-vendor framework agreement for the provision of Lot 1: Smart Electricity Meters • Manufacture, supply, and delivery of up to 1,500,000 Single-Phase and Three-Phase Whole current Smart Electricity Meters, to be called off incrementally over the life of the framework as required. Economic Operators who wish to participate in this Prequalification Questionnaire process should submit a response as set out in section A.3 of the attached document. At the date of issuing this PQQ it is envisaged that the duration of the Framework Agreement will be a six (6) year term with the option to extend to an additional nine (9) years to cover ongoing IT and technology support and maintenance services for both Lots.
Smart Advanced Metering Infrastructure (AMI) Head End System (HES)
The Contracting Entity intends to procure a multi-vendor framework agreement for the provision of Lot 2: Smart Advanced Metering Infrastructure (AMI) Head-End System (HES). ESB anticipates procuring: Development (inclusive of Security Architecture), development, implementation, and integration of the required IT systems, including but not limited to the following: • A Head End System (HES) capable of integrating with multiple SEM meter vendor’s products concurrently, delivering high levels of interoperability across multiple devices, communications and system vendors within a complex AMI environment. • A Head-End System (HES) capable of meeting ESB Networks’ functional, security, and performance requirement for 1.5 million SEMs initially and the capacity to scale up to potentially 3 million SEMs during the contract term. • The integration and development of an adaptor between the HES and the Siemens Energy IP Meter Data Management System (MDMS). • All associated integrations with existing ESB Networks systems and operational platforms. • Integration with Mobile Network Operator systems • Implementation of the AC Electricity Smart Meter Generic Companion Profile (ACE SM GCP) and local customisations to support the reliable and secure communication between the HES and SEMs across Wide Area Network (WAN) technologies. • System implementation services, including configuration, testing, migration, and commissioning of the proposed IT systems. • Ongoing support, maintenance, and management services to ensure continuity of operations, system performance, and long-term lifecycle management.
