Rochdale Borough Council is seeking to commission a Young People´s Supported Accommodation Service based on the Team Around the Young Person (TAYPAS) model using a Competitive Flexible Procedure via Light Touch Regime as per Procurement Act 2023.
The service will deliver specialist, psychologically informed supported accommodation for young people aged 18-25 with support needs who are at risk of, or experiencing, homelessness.
The provision will deliver 24/7 support and management across our newly developed, purpose-built accommodation of 28 x self-contained units of accommodation. All three sites are council-owned assets, which will remain in Council ownership and be leased to the successful provider.
To maximise competition and encourage a broad range of high-quality bids, the accommodation will be leased. This can be a Registered Provider (RP), a charitable organisation, community interest company, specialist housing provider, or another suitably experienced organisation.
Bids may be submitted by a single organisation or through a partnership arrangement, including but not limited to an RP working alongside a support provider or other relevant delivery partner.
The accommodation provision relates to three separate sites, which are expected to become operational on a phased basis as units achieve practical completion at different times. Bidders should therefore demonstrate their ability to mobilise and scale services in line with the phased handover programme, ensuring accommodation and support are available as each site becomes operational.
The accommodation provision will be supported through a separate revenue-funded support contract, ensuring the effective and sustainable delivery of both housing management and person-centred support services.
Bidders must demonstrate appropriate experience, financial standing, operational capacity, and governance arrangements to deliver the required accommodation and support outcomes, either directly or through established partnership arrangements.
This flexible delivery approach is intended to maximise competition, innovation, and value for money within the market, and compliant landlords, whilst ensuring residents are provided with safe, high-quality accommodation and tailored support that enables positive outcomes and greater independence.
