This notice serves as a Prior Information Notice (PIN) and is not a call for competition. The National Transport Authority (the “NTA”) wishes to advise the market of its intent to commence a competition for the provision of passenger transport services (‘the services’)for the Ryder Cup. The NTA intends to commence this procurement in Q2 2026. The Ryder Cup will take place in Adare Manor between Monday 19 September and Sunday 26 September 2027. The NTA proposes to conduct a competitive process using the open procedure to award a contract for the provision of passenger transport services for the duration of the event. The NTA anticipates awarding the contract across a number of lots of varying sizes. The anticipated scope of services includes the provision of buses and/or coaches, together with drivers, to operate passenger transport services between several temporary park and ride facilities and Adare Manor, as well as the operation of “train and ride” services between Colbert Station, Limerick Junction and Adare Manor. The majority of the park and ride sites are anticipated to be located within 10 km of Adare Manor, with one site potentially located up to 50 km away. Preliminary estimates indicate that, during each of the main competition days (Friday to Sunday), approximately 20,000 passengers are expected to use the park and ride services, while approximately 3,000 passengers are expected to use the train and ride services. Preliminary estimates also indicate a peak of approximately 300 no. single-deck 50 seat coaches, may be required to provide services on these days. Double-deck vehicles may also be utilised. Lower vehicle numbers are anticipated to be required in the preceding four days. These figures are preliminary estimates only and may be subject to change. It is anticipated that the services will operate between the park and ride sites and Adare Minor between 05:00 and 21:00 each day. The services will include, but not be limited to, the provision of suitable vehicles to operate the services, including accessible vehicles and on-call recovery vehicles. Vehicles will be required to be no more than 10 years old from the date of first registration and must have a Euro VI engine emission standard. Vehicles may be required to be stabled off-site. The services are also expected to include activities such as managing the boarding and alighting of passengers at park and ride sites and terminals. Service providers will be required to coordinate and liaise with the Event Manager for the park and ride sites (appointed by Limerick City Council), Ryder Cup personnel, An Garda Síochána, the NTA and other stakeholders as necessary to ensure the safe and timely dispatch, operation and management of service performance. Service providers will be responsible for arranging overnight accommodation for their personnel. Full details will be provided in any future call for competition documentation.
