Transport Infrastructure Ireland (TII), acting as the Sponsoring Agency for the Dublin MetroLink programme, is issuing this Prior Information Notice (PIN) to initiate early market engagement with potential Dispute Avoidance Board (DAB) panel members. The purpose of this engagement is to inform the future development of procurement documents for this service. TII seeks to engage with experienced DAB Board specialists, to explore market capacity and capability (particularly for the Irish market). The MetroLink Dispute Avoidance Board (DAB) is to be formed, primarily to manage disputes referred to it by the parties of the contracts during the MetroLink project. The board will form part of the project administration that is focused on anticipating, avoiding, narrowing, and resolving disputes quickly and efficiently. MetroLink intends to procure the DAB establishing a Qualification System (QS) of suitable candidates. We anticipate from this a Chair will be selected with a further procedure being conducted under the QS to appoint the panel. This PIN does not constitute a call for competition but serves to facilitate dialogue and gather insights that will shape the final specification and the forthcoming procurement strategy.
