MSB has a need of expert consulting in the field of mission critical communication services for PPDR. MSB has chosen to divide the procurement into 3 different areas: Area 1: Experts in the field of 4G and 5G Mission Critical PPDR Networks Area 2: Experts in the mobile ecosystem for Mission Critical Networks and Services Area 3: Supporting services in Mission Critical projects and programs The areas are further specified in the procurement documents.

Dynamic purchasing system - Expert consulting in .

The purpose of this dynamic purchasing system is to meet MSB’s needs of expert consulting in the field of mission critical communication services for PPDR. Due to the fact that MSB has a broad need for different skills within the area, MSB has chosen to divide the procurement into 3 different areas, see below: Area 1: Experts in the field of 4G and 5G Mission Critical PPDR Networks Area 2: Experts in the mobile ecosystem for Mission Critical Networks and Services Area 3: Supporting services in Mission Critical projects and programs These areas are specified in more detail below. Specific procurement through the DPS will be carried out within these 3 different competence areas where the supplier must be able to provide competence with a relevant focus and level of competence for the current area and need. Specific procurements may refer to contracts with one of more suppliers. MSB might procure both junior and senior consultants, within each area, depending on the scope and nature of the assignment. Rakel G2 will be built as a hybrid technology based on a Multi Operator Core Network (MOCN) architecture, where a government core network is connected to a dedicated radio access network (RAN) in the 700 MHz band together with one or more Mobile Network Operator (MNO) RAN. It will use SGSI for fixed connections and WIS is one of the applications that will exist within the ecosystem The long-term goal for Rakel G2 is to provide 3GPP-standardised mission critical services in an ecosystem of multi-vendor system technologies. One important component is finding a suitable way to proceed in the transition from the TETRA-based Rakel to 4G/5G-based Rakel G2. MSB’s intention is to make the systems interoperable during the transition period, allowing users to communicate with each other seamlessly regardless of the system used. The planning and preparing for the development of Rakel G2 will evolve through different phases and the purpose of this dynamic purchasing system is to meet MSB’s need for expert consultancy services for these coming phases. The contracts may be limited in time as specified by each procurement.
