Public employment services (PES) are the main agencies carrying out employment policies directly accountable to governments. They are set up to facilitate the labour market integration of jobseekers and the payment of unemployment and/or welfare benefits. PES are also the main actors implementing activation policies in the Member States, and they play an important role in facilitating successful labour market transitions and integration. The quality of their services has direct consequences for the impact of employment policies on the ground which makes PES key actors in fighting unemployment and tackling labour shortages in Europe. The aim of the contract is the provision of PES-specific expertise, methodological, operational and logistical support to the PES Network’s activities. This with the objective to support the implementation of Union-wide, evidence-based benchlearning among PES to compare, with appropriate methodology, the performance of their activities in relation to an Excellence Model in the areas of PES responsibility. This activity will be complemented by technical support to provision of mutual learning activities.
