The Commission for Regulation of Utilities (“CRU”) and The Utility Regulator (“UR”) invite Tenders in response to this Request for Tenders (“RFT”) from Tenderers for the provision of a Capacity Auction Monitor. In summary, the services relate to the all-island Single Electricity Market (SEM) specifically the Capacity Remuneration Mechanism (CRM). The Capacity Auction Monitor shall monitor the processes and procedures followed by the System Operators in carrying out the qualification process, conducting capacity auctions and related activities under the Capacity Market Code (CMC) and in accordance with the Terms of Reference1 determined by the SEM Committee (SEMC). The purpose of the Capacity Auction Monitor is to provide independent assurance to the market and the Contracting Authorities that the System Operators are correctly carrying out their obligations under the CMC.
