Asset Management Services

The Asset Management Lot covers the delivery of a broad range of statutory, compliance driven and condition based property assessment services across domestic and non domestic buildings. The scope includes, but is not limited to, energy performance assessments, display energy certification, non domestic energy assessments, stock condition surveys and housing condition and safety assessments. The Lot is intended to provide PfH Scotland Members with access to suitably qualified and competent professionals capable of undertaking related property, asset, energy and compliance assessments.

Heating & Renewable Energy Systems (Band A - GBP 0 to 1.5m)

Value Band A - GBP 0 to 1,500,000.00 This Lot covers the survey, design, supply, installation, commissioning, testing, optimisation, handover and maintenance of heating and renewable energy systems across domestic, commercial and public sector properties. The Lot is intended to support PfH Members in improving energy efficiency, reducing carbon emissions, lowering operational costs, and maintaining safe, reliable and compliant heating provision, while enabling progression towards net zero objectives where appropriate. The Lot is designed to accommodate projects and call‑offs with an anticipated value of GBP 0 to 1.5 million per annum. Value Band A - GBP 0 to 1,500,000.00 This Lot covers the end‑to‑end delivery of multidisciplinary decarbonisation and retrofit works, combining a fabric‑first approach with a broad range of energy efficiency and low‑carbon measures for both domestic and commercial properties. The objective is to support PfH Members in delivering high‑quality, technically compliant retrofit programmes that reduce energy demand, lower operational costs, and contribute to long‑term net zero outcomes. Appointed Suppliers will be expected to operate as turnkey providers, delivering works directly or through suitably qualified subcontractors, and must be capable of fulfilling the role of Principal Contractor in accordance with the CDM Regulations. Suppliers will be responsible for the coordination and delivery of all project stages, including project management, compliance, installation, commissioning, handover and associated administrative requirements. Heat Network Installations & Associated Works

This Lot covers the end‑to‑end design, supply, installation, commissioning, handover and maintenance of heat networks across domestic, commercial and mixed‑use developments. Its purpose is to provide members with access to competent contractors capable of delivering fully integrated district and communal heating systems that support decarbonisation, energy resilience and long‑term operational efficiency. Suppliers appointed to this Lot must be capable of acting as Principal Contractor, taking full responsibility for construction, installation and health and safety management in accordance with CDM Regulations. Contractors will be required to deliver a turnkey service, including but not limited to: Design of heat networks, including energy centres, primary and secondary distribution systems, heat interface units (HIUs), controls and associated civil infrastructure Supply and installation of pipework, pumps, metering systems, thermal storage, HIUs, distribution infrastructure and heat generation plant (including heat pumps, CHP, waste heat recovery and other renewable or low‑carbon technologies) Associated civil engineering and groundworks, including trenching, reinstatement and coordination with utility providers and third parties Electrical integration, including controls, building management system (BMS) interfaces and communications infrastructure Commissioning, testing, flushing, balancing and optimisation of complete systems Handover activities, including provision of O&M documentation, system training, metering configuration and performance verification Post‑installation support, where required, including system optimisation and early operational monitoring. Innovation & Future Technologies

The Innovation and Future Technologies Lot provides a route to market for emerging, innovative and future focused decarbonisation and retrofit solutions that include a Service and/or Works element as part of their delivery. The purpose of this Lot is to support PfH members in accessing the next generation of technologies and approaches capable of accelerating carbon reduction, improving building performance, and delivering more efficient, resilient and sustainable retrofit outcomes. This Lot is not intended for standalone innovative products or materials supplied without installation. It is designed for suppliers offering complete, deliverable solutions, incorporating Services and/or Works that result in measurable decarbonisation and retrofit benefits. Solutions submitted under this Lot may include, but are not limited to heating, energy efficiency, building fabric improvements, load management, integrated renewable systems, low carbon heat technologies, advanced monitoring, or hybrid retrofit innovations that are not yet widely established within the market. PfH anticipates awarding places to 10 bidders per regions but reserves the right to award places to a greater or fewer number of suppliers depending on the bids received.

Surveys, Inspection & Testing

This Lot covers the delivery of specialist surveys, inspections and technical testing services that support the effective planning, design and delivery of decarbonisation and whole building retrofit programmes across domestic, commercial and mixed use properties. The scope includes, but is not limited to, condition and building surveys, structural inspections, fabric and renewables technical surveys, airtightness testing, thermography, damp and mould investigations, and other diagnostic assessments required to inform evidence based retrofit decision making.

Retrofit Consultancy Services

This Lot covers the delivery of structured retrofit consultancy services for domestic properties, supporting the compliant planning, coordination and delivery of energy efficiency and decarbonisation improvements. The scope includes, but is not limited to, property assessment, programme coordination, technical design, installation oversight and post-installation evaluation across the full retrofit delivery lifecycle. Services shall align with relevant statutory requirements, funding and regulatory frameworks, and recognised industry standards and methodologies (e.g. PAS 2035:2023), but are not limited to any single prescribed standard.

Managing Agents & Multi-Service Consultancy

This Lot is intended to provide access to suitably qualified and experienced Managing Agents capable of delivering end‑to‑end professional services for projects of varying size, value and complexity. Managing Agents appointed under this Framework Lot will be required to act on behalf of the PfH Scotland Member to plan, coordinate, administer and oversee the delivery of works from project inception through to completion and handover. This includes, but is not limited to, providing strategic, technical, commercial and operational management, together with appropriate programme governance and assurance, to ensure that projects are delivered safely, compliantly, to the required quality standards, within agreed programme timescales and cost parameters, and in a manner that supports effective benefits realisation. The services delivered under this Framework may apply to single projects or multi‑property programmes and may include whole‑house or whole‑building retrofit, fabric improvements, low‑carbon heating and renewable technologies, ventilation measures and associated enabling works. The Managing Agent shall provide a flexible, scalable service model that can be adapted to reflect differing client priorities, funding arrangements, risk profiles and stakeholder requirements.

Heat Network Consultancy Services

This Lot provides access to specialist consultancy services to support the assessment, planning and technical development of communal and district heat network projects, together with the evaluation and compliance of existing and proposed systems. Services are intended to enable informed decision-making by determining whether heat network opportunities are technically feasible, economically viable and environmentally beneficial, and to support progression from early-stage feasibility through to concept design and investment planning. The scope includes, but is not limited to, feasibility studies, option appraisal and early-stage technical development, including the assessment of heat demand, identification of suitable low carbon heat sources, development of concept network configurations and routes, and the evaluation of technical, financial and environmental performance. The Lot also provides access to services supporting regulatory readiness and ongoing compliance of heat network assets, including structured compliance assessments, performance analysis, and the identification of risks, data gaps and remedial requirements in line with emerging regulatory frameworks and recognised industry standards, such as CIBSE CP1 and the Heat Network Technical Assurance Scheme (HNTAS). Services may be commissioned in relation to new developments, schemes in planning or design, and existing operational networks, and may include a broader range of technical advisory, concept design support, compliance surveys, monitoring strategies and programme-level technical assurance services.

Net Zero Consultancy Services

This Lot provides access to specialist consultancy services to support the development, review and implementation of energy and decarbonisation strategies across domestic, non-domestic and mixed property portfolios. Services are intended to support informed decision-making by establishing a robust evidence base, defining baseline energy use and carbon emissions positions, and developing practical, deliverable pathways towards net zero objectives. The scope includes, but is not limited to, energy and carbon baselining, portfolio analysis and segmentation, option appraisal and the development of net zero strategies, roadmaps and implementation plans. Services may also include programme prioritisation, sequencing and phasing, integration with asset management and investment planning, and the establishment of governance, reporting and performance frameworks. The Lot also provides access to advisory services relating to funding and policy, including the identification and alignment of programmes with relevant funding opportunities and associated evidence and reporting requirements. Services may be commissioned at any stage, from early strategic advice and baseline assessment through to programme design, investment planning and ongoing advisory support, and may be delivered as standalone commissions or as part of wider decarbonisation programmes.

Electric Vehicle Chargers

This Lot provides PfH members with access to competent suppliers who can design, supply, install, commission and maintain electric vehicle (EV) charging infrastructure across both domestic and commercial settings. The purpose of the Lot is to support the transition to low carbon transport by enabling deployment of reliable, compliant and future proof EV charging solutions for homes, workplaces, depots, public car parks and wider estate portfolios.

Insulation Works (Band A - GBP 0 to 1.5m)

Value Band A - GBP 0 to 1,500,000.00 This Lot covers the survey, assessment, design, supply, installation, commissioning, testing and handover of insulation and fabric‑first energy efficiency measures for both domestic and non‑domestic properties. The Lot is intended to support PfH Members in delivering high‑quality building fabric improvements that reduce heat loss, lower operational costs, improve energy performance (including EPC ratings), and contribute to wider decarbonisation objectives. Appointed Contractors will be required to deliver a comprehensive range of insulation systems, including (but not limited to): external wall insulation, internal wall insulation, cavity wall insulation, underfloor insulation, room‑in‑roof insulation, loft insulation, flat roof insulation, and associated ventilation measures.
