The contracting authority announced 30.04.2026 a competition under the EEA threshold with Doffin reference:

The contracting authority needs updated feedback from the market in order to

* ensure that the contracting authority knows the advantages and disadvantages of different delivery models
* gain better insight into the market to ensure that the estimated value of the procurement is realistic

About the assignment
The contracting authority needs a new backup system for backup and backup operation. The procurement is for the delivery of a complete back-up system, including local infrastructure, external copy, software and accompanying services. The system shall ensure high availability, data integrity and robustness toward security events.
The Planning and Building Agency is responsible for the municipality ́s general area planning, planning and building application management, map management as well as map and sharing shops. The agency currently has approx. 550 employees and it shall be an inditator in Oslo's urban development.
The contracting authority ́s IT environment is in a major change process where the local data centre will be phased out in the next few years. The local data centre and backup system must ensure safe and reliable operation, at the same time as flexibility in the system.
The contracting authority needs a comprehensive backup system that covers:
* Local backup in separate data centre
* Secondary backup location in the supplier ́s cloud with location in Norway (offsite).
We particularly want input on:
* what drives costs in such systems
* whether the requirements have been too detailed or limiting
* alternative solution design
* how the competition should be designed
Based on the input, the contracting authority will assess:
* adjustment of requirements
* changed contract strategy
* any new notice
