Asset Safety and Compliance (ASC2) - PME
The Scottish Procurement Alliance (SPA) is developing its next-generation Asset Safety and Compliance Framework (ASC2), which is intended to build upon the existing ASC1 framework and provide a comprehensive asset safety and compliance solution for public sector organisations. The proposed scope of ASC2 is expected to include asbestos consultancy, surveying and removal services; property protection and security services; water hygiene, testing and treatment services; heating, ventilation and air conditioning (HVAC) compliance services; electrical testing, inspection and remedial works; building safety and associated compliance services; and other statutory compliance disciplines identified through Preliminary Market Engagement. SPA is undertaking Preliminary Market Engagement with the market to help inform the future scope, structure and delivery model of ASC2. Areas being explored include asset safety and statutory compliance requirements, building safety and compliance requirements, emerging legislation and regulatory changes, procurement and commercial approaches, potential lot and workstream structures, regional and national delivery models, digital compliance management, data and reporting solutions, and social value and sustainability priorities. The scope described within this notice is indicative at this stage and may be amended or expanded following Preliminary Market Engagement and further development of the procurement strategy.
