The purpose of this Framework Contract is to enhance border checks capabilities through the provision of stationary document readers, accompanied by comprehensive warranty, training, and maintenance support. This acquisition aims to support Frontex's efforts to strengthen border checks and law enforcement cooperation in targeted regions, providing the necessary tools and expertise for effective and efficient operation of document reading systems. All details are specified in the Technical Specifications chapter and Tender Specification document. Technical capacities of Western Balkan partners to conduct border checks and border surveillance are increased The following activities will be implemented under output 2.2: 2.2.1 Coordination of equipment donation among EU actors and Member States To avoid overlaps with deliveries of other border management equipment funded by the EU, Frontex will organise regular exchanges at working-level with the Commission, Member States and the EU Delegations on equipment needs, as well as to ensure close coordination of planned supplies. This will be done via regular exchanges, in particular with relevant beneficiaries prior to any equipment being purchased and supplied. 2.2.2 Procurement of technical equipment for border checks In parallel to the rollout of training, Frontex will, in consultation with its Wester Balkan partners and based on its expertise on state-of-the-art technology, procure technical equipment to improve the border checks’ performance. These might include videoscopes, detectors, portable ID readers and other devices allowing for more efficient check-ups of vehicles, goods and people. The procurement of the equipment will take place at a later stage of the project, after thorough, evidence-based assessment. Supply of equipment will be closely coordinated with necessary trainings to ensure its proper use, as well as sustainability of the equipment beyond project implementation. 2.2.3 Procurement of technical equipment for border surveillance By the same token as for border checks, Frontex will procure equipment for border surveillance. This might include googles, binoculars, infrared cameras, etc. The procurement of the equipment will take place at a later stage of the project, after thorough, evidence-based assessment. Supply of equipment will be closely coordinated with necessary trainings to ensure its proper use, as well as sustainability of the equipment beyond project implementation.
